    Overview
    Students read the first article of the United States Constitution, and study the 18th clause of Section 8. The student defines unfamiliar words, summarizes the clause in his/her own words, and finds a contemporary instance of the government's application of the chosen clause.
    Instructions
    1) Open "Article 1, Section 8, Clause 18: Vocabulary" worksheet. Direct students to save the worksheet as their own.
    2) Students read the text in the box at the top of the sheet.
    3) Key vocabulary words are given in red. Students should have access to a dictionary, where they will look up each word.
    4) Definitions most appropriate to the word as it is used in the text are entered by the student.
    5) Remind students to save their work.
    6) Students open "Section 8, Clause 18: Main Idea" worksheet, and save it as their own.
    7) The text of the section and clause is given in two boxes. Using their new understanding of the vocabulary, students summarize the text and identify the main idea of the section and clause.
    8) Remind students to save their work.
    9) Students open the "Researching "Necessary and Proper Laws"" worksheet, and save it as their own.
    10) Using the given websites and any other appropriate websites found through a search, students research laws that have been passed under the "necessary and proper" clause. The name of a law, the date when it was passed, and a summary of the law are entered in the spaces provided. If additional or different information is discovered, students may adapt the worksheet to accommodate their information.
    11) Remind students to save their work.
